Evo Marine is looking for a Government Contract Manager, full-time or part-time, who will be responsible for the sales of services and undertake available projects within a defined territory to state & local government accounts and bid on contracts within SAM.GOV.

Key Responsibilities Will Be

  • Coordinate complex Requests for Information (RFIs)/RFPs/Requests for Quotations (RFQs) with internal and external customers.
  • Direct the preparation of complex ERs, Statements of Work (SOWs), Specifications, and Schedules.
  • Lead and manage complex proposals to include develop proposal/contract strategy for optimal contract type, appropriate terms and conditions, mitigation of risk, ensuring contract is executable for the business; preparation of necessary internal documentation for appropriate Gate levels; obtain management approval for the proposal and subsequent submission to the customer.
  • Develop negotiation strategy and lead negotiation of complex proposal with customers ensuring customer needs are satisfied while meeting Bell business and financial objectives. Primary point of contact for the review, edit, composition, and interpretation of contract documents, requirements, and agreements.
  • Evaluate government regulations and company structure changes and their impact on federal processes.
  • Consult on complex contract issues.
  • Consult on contract negotiations, both rate development and terms and conditions.
  • Support project managers, business development professionals and others within the business units on all phases of federally funded projects and project pursuits, including, but not limited to, proposals, bids, contract reviews and pre or post-award audits.
  • Technical research as needed. Develop and implement process and procedure improvements to ensure maximum efficiency and accuracy.
  • Demonstrate creativity, foresight and judgment in anticipating and solving problems. Recruitment, development, training and retention of staff.
  • Responsible for conducting performance evaluations for department staff.
  • Provide leadership, guidance and instructions to department staff
  • Responsible for collaborating with business development managers, business line leads, project managers, and proposal production staff on proposals to secure work for the team.
  • Responsible for overall QA/QC process adherence.
  • Ensure compliance with company and site safety policies. Responsible for diversity initiatives.
  • All other duties as assigned.

Qualifications

  • Bachelor’s degree.
  • Minimum of 5 years or public experience and technical skills in federal government contracting.
  • Previous experience in the navy , engineering or construction industry preferred.
  • Advanced knowledge of Federal Acquisition Regulations (FAR)
  • Ability to balance and prioritize multiple day-to-day and ongoing projects simultaneously.
  • Must demonstrate excellent oral and written communication skills, strong interpersonal skills, and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
  • Position requires the ability to thoughtfully and positively influence, lead, and manage change.
